The land on which we gather is on the traditional unceded territory of the Katzie, Kwantlen, Matsqui and Semiahmoo First Nations.

RECOMMENDATION:


THAT the September 29, 2025 regular agenda be adopted as circulated.

Before the motion is made to approve the Consent Agenda, a Council member may request that an item be removed from the Consent Agenda and dealt with separately; additionally, a Council member may request that one or more items on the Regular Council Agenda be included on the Consent Agenda, and if no one objects, it will be so listed and considered.


Where no recommendation is noted, the agenda item is deemed to be received for information.

First, second and third reading of a bylaw to exempt certain lands and improvements from municipal taxation for the year 2026.


RECOMMENDATION:


THAT the bylaw cited as the “Permissive Tax Exemption Bylaw, 2025, No. 3317” be read a first, second and third time.

RECOMMENDATION:


WHEREAS faster response from the LCFRS allows for quicker containment of fires, saves lives and minimizes property damage;


AND WHEREAS wayfinding for emergency response personnel, maintenance workers, and clear identification of the 5M prohibited parking area in front of fire hydrants should be considered a part of our basic level of service;


AND WHEREAS providing clear guidance for drivers about the prohibited parking zone, due to the presence of a fire hydrant ensures that the hydrant isn’t missed, or alternatively that the 5M distance isn’t miscalculated;


THEREFORE BE IT RESOLVED that Council direct staff to investigate and report back on the cost to reinstate identification of fire hydrant “no parking” zones with a high visibility paint, with a special focus on non lead-based paint options;


AND THAT Council direct staff to investigate and report back on the cost and viability of installing signage in problematic locations to offer an alternative permanent visual cue to identify the location of fire hydrants;


AND THAT Council direct staff to have this information ready for Council’s consideration prior to the presentation of 1st and 2nd reading of the 2026 Financial Plan.
