RECOMMENDATION:


THAT the May 29, 2023 special meeting agenda be adopted as circulated.

A Committee of the Whole meeting provides Council the opportunity to hear input from the public and allows Council a greater opportunity to speak to and debate specific agenda items.


RECOMMENDATION:


THAT Council commence the Committee of the Whole.

Final reading of a bylaw to amend the 2022-2024 Financial Plan to authorize the expenditures reflected in the 2022 Consolidated Financial Statements.


RECOMMENDATION:


THAT the bylaw cited as "Financial Plan 2022 – 2026 Bylaw, 2022, No. 3194, Amendment No. 3, Bylaw, 3244" be read a final time.

Final reading of a bylaw to amend the 2023-2027 Capital Improvement Plan. (various projects)


RECOMMENDATION:


THAT the bylaw cited as “Financial Plan 2023 – 2027 Bylaw, 2023, No. 3233, Amendment No. 1, Bylaw No. 3242” be read a final time.

Final reading of a bylaw to establish a Reserve Fund as a condition of receiving a $7,186,000 Provincial Government grant from the Growing Communities Fund. 


RECOMMENDATION:


THAT the bylaw cited as "Growing Communities Fund Reserve Fund Bylaw 2023, No. 3241” be read a final time.

Final reading of a bylaw to amend the Parks and Public Facilities Regulation Bylaw to permit consumption of liquor in selected parks and public facilities.


RECOMMENDATION:


THAT the bylaw cited as "Parks and Public Facilities Regulation Bylaw, 2018, No. 3048, Amendment No. 2, 2023, Bylaw No. 3243" be read a final time.

RECOMMENDATION:

1. THAT Council award Tender T2022-024, 56 Avenue and Park Avenue Utilities Replacements to McDonald & Ross Const. Ltd. based on the tendered amount of $4,156,715.00 (excluding GST).

2. THAT Council Authorize the Manager of Engineering Services and the Corporate Officer to execute the contract document for Tender T2022-024.
