Recommendation:


THAT the report of the Corporate Officer dated March 13, 2023 entitled Council Code of Conduct Bylaw, 2023, No. 3225 be received for information.

First, second and third reading of a bylaw to regulate the conduct of Council members.

THAT the bylaw cited as "Council Code of Conduct Bylaw, 2023, No. 3225" be read a first, second and third time.

Recommendation:


1. THAT Council approve the Inter-municipal Transportation Network Services (TNS) Business Licence Agreement which adds the District of Hope, the District of Kent, and the City of Mission to the agreement.


2. THAT Council authorize the Mayor and Corporate Officer to execute the Intermunicipal Transportation Network Services (TNS) Business Licence Agreement.

THAT Council direct the Development Services Department to investigate the feasibility of requiring target-hardening security measures as a standard requirement, as suggested by Canada Post, to deter mail theft for new multi-family development applications.

THAT Council approve Darrin Leite, the Director of Corporate Services, to attend the Government Finance Officers Association (GFOA) Annual International Conference in Portland, Oregon from May 21 to 24, 2023.

THAT the Deputy Director of Development Services & Economic Development be authorized to attend the Canadian Institute of Planners National Conference in Halifax. Nova Scotia from June 27-30, 2023.

Recommendation:


THAT City Council support the application by the Langley City Fire Rescue Service, on behalf of the City of Langley, for a $30,000 grant from the UBCM’s Community Emergency Preparedness Fund for modernizing equipment and training for the Emergency Operation Centre.

THAT the resolution passed at the February 27, 2023 Regular Council Meeting, which reads as follows:


“Sustainable Canadian Municipalities Asset Management Fund

WHEREAS Canada’s infrastructure deficit is estimated to be as high as $570B with almost 60% of the deficit within municipal jurisdictions.


WHEREAS the costs to replace and repair municipal infrastructure for critical services such as roads, arenas, bridges, drinking water, and wastewater systems are estimated to be $141 billion, which is well beyond the financial capacity of municipalities across the country due to limited revenue generation options, and all while costs for infrastructure renewal continue to escalate at an exponential rate.


THEREFORE, BE IT RESOLVED that the Government of Canada create a sustainable and reliable municipal asset management fund, like the permanent Building Canada’s Public Transit Future Fund, to increase investments in infrastructure renewal, which is essential to enhance public safety, reduce health risks, ensure economic sustainability, and lessen the financial burden on future generations to pay for the infrastructure deficit.”

THEREFORE, BE IT RESOLVED that FCM petition the Government of Canada create a sustainable and reliable local government asset management fund, like the permanent Building Canada’s Public Transit Future Fund3, to increase investments in infrastructure renewal, which is essential to enhance public safety, reduce health risks, ensure economic sustainability, and lessen the financial burden on future generations to pay for the infrastructure deficit.
