First, second and third reading of a bylaw to amend the Business License and Regulation Bylaw (reference to the Fees and Charges Bylaw)


RECOMMENDATION:


THAT the bylaw cited as "City of Langley Business License and Regulation Bylaw, 2013, No. 2916, Amendment No. 4, 2023, No. 3248" be read a first, second and third time.

First, second and third reading of a bylaw to amend the Council Procedure Bylaw (various amendments)


RECOMMENDATION:


THAT the bylaw cited as "Council Procedure Bylaw, 2021, No. 3193, 2021, Amendment No. 1, 2023, No. 3249" be read a first, second and third time.

First, second and third reading of a bylaw to amend fees and charges for various services offered by the City of Langley


RECOMMENDATION:


THAT the bylaw cited as "Fees and Charges Bylaw, 2010, No. 2837, Amendment No. 34, 2023, No. 3236" be read a first, second and third time.

Final reading of a bylaw to rezone the properties located at  5370 & 5380 200 Street, 5371 & 5381 200A Street, 20010 & 20020 Michaud Crescent, & 20031 53B Avenue from RS1 Single Family Residential to CD78 Comprehensive Development to accommodate a 6-storey, 113-unit apartment development.


RECOMMENDATION:


THAT the bylaw cited as the “Zoning Bylaw 1996, No. 2100 Amendment No. 181, 2021, No. 3186” be read a final time.

RECOMMENDATION:


THAT Development Permit No. 09-21 to accommodate a 6-storey, 113-unit apartment development at 5370 & 5380 200 Street, 5371 & 5381 200A Street, 20010 & 20020 Michaud Crescent, & 20031 53B Avenue be approved. 

RECOMMENDATION:


THAT the number of electors in the area to which the Alternative Approval Process for Property Acquisition, Infrastructure Upgrade and Improvement Loan Authorization Bylaw, 2023, No. 3234 applies is 22,065 as determined using the calculation outlined in the staff report dated May 30, 2023.


THAT the Alternative Approval Process Elector Response form, as attached to the staff report dated May 30, 2023, be approved.


THAT July 18, 2023 at 4:30 pm be established as the deadline for receiving elector responses with respect to the Alternative Process for Property Acquisition, Infrastructure Upgrade and Improvement Loan Authorization Bylaw, 2023, No. 3234.

RECOMMENDATION:

  1. THAT Council award Tender T2023-017, Downtown Cycling Enhancements to Lafarge Canada Inc. based on the tendered amount of $401,765.00 (excluding GST).
  2. THAT Council Authorize the Manager of Engineering Services and the Corporate Officer to execute the contract document for Tender T2023-017.
